(1) Notwithstanding anything written elsewhere in these rules, the Commission may provide collective or single residential units in accordance with the standards set by the Government of Nepal to landless Dalits and landless squatters in the urban areas of Kathmandu Valley and Metropolitan City, Sub-Metropolitan City and Municipalities instead of land.
(2) The Commission may manage or arrange slums in the urban areas of Kathmandu Valley and metropolitan, sub-metropolitan and municipal areas through community integrated settlement development and wajagga development in accordance with the standards set by the Government of Nepal.
